When someone plays the Barking Kitten, and the other player with the Barking Kitten is wearing the Tower of Power, do they have to give half the cards from the top of their hand?

We changed the rules for the Barking Kitten card between versions. In the new version when the Barking Kitten card is played the other player with the Barking Kitten card must play a defuse card or explode.
